The coastal town of Comillas has officially redefined its relationship with the sea. In a major urban and architectural intervention spearheaded by design practices Hector Navarro and ARKHITEKTON, a stretch of coastline that was once dominated by vehicular infrastructure has been dramatically reclaimed for public use. Rather than simply undertaking a superficial facelift of an existing seaside path, the project completely reimagines a high-profile site that was previously compromised by a narrow, inconvenient sidewalk and a sprawling, intrusive surface parking lot.

The completion of the Comillas Waterfront Promenade marks a significant milestone in how the municipality integrates its natural assets into its broader urban fabric. By eradicating the asphalt-heavy parking zones and expanding pedestrian corridors, the design team has forged a seamless continuum between the historic town and the dramatic Atlantic coastline. Curated by Valentina Díaz, the project has already drawn widespread attention within the architectural community for its sensitive handling of a sensitive coastal ecosystem and its bold prioritization of community life over vehicular dominance.

Reclaiming the Shoreline from Asphalt

For decades, residents and visitors arriving at this particular stretch of the Comillas waterfront were greeted by a fragmented and hostile landscape. Pedestrians navigating the area were restricted to a cramped, narrow sidewalk that offered little protection or comfort, particularly during peak tourist seasons when coastal traffic intensified. Directly adjacent to this modest pathway lay a large parking lot—a utilitarian space that effectively severed the town from its most prominent natural amenity. The presence of parked vehicles not only degraded the visual quality of the coastal panorama but also created physical and psychological barriers, preventing people from fully experiencing and enjoying the marine environment.

The collaborative team of Hector Navarro and ARKHITEKTON recognized that a traditional renovation would fall short of addressing these systemic issues. Instead, the architects proposed a radical spatial redistribution. By removing the parking infrastructure from the immediate waterfront and rethinking the alignment of the pedestrian paths, the design unlocked the hidden potential of the site. The intervention treats the coastline not merely as a backdrop or a view to be admired from a distance, but as an active, accessible public room where daily life can unfold.

Architectural Integration and Public Space

At the heart of the Comillas Waterfront Promenade project is the creation of a continuous, fluid public realm. The new layout moves away from rigid separations, employing thoughtful grading, premium materials, and cohesive detailing to unify the transition from the built environment of the town down to the edge of the sea. Wood and other durable, tactile materials play a prominent role in the material palette, responding directly to the marine climate while offering a warm, human-scale counterpoint to the rugged coastal geology.

Photographed extensively by architectural photography duo imagensubliminal (Rocío R. Rivas and Miguel de Guzmán), the project’s visual identity is defined by expansive open horizons, clean geometric lines, and a profound sense of tranquility. The imagery highlights how the new promenade accommodates a diverse range of activities, from leisurely strolls at sunset to quiet contemplation of the crashing waves. By widening the pedestrian zones and eliminating visual clutter, the architects have successfully restored a sense of scale and dignity to the shoreline.

Furthermore, this newly formed public space has been meticulously stitched into the existing network of urban pathways within Comillas. Rather than functioning as an isolated destination, the promenade acts as a vibrant anchor that draws people outward from the town center, encouraging pedestrian mobility and reducing reliance on cars for local travel. The design honors the historical context of Comillas while delivering a contemporary infrastructure tailored to modern civic needs.

As completed and documented in late 2026, the Comillas Waterfront Promenade stands as a testament to the power of thoughtful public architecture. By transforming an inefficient parking lot and an inadequate footpath into an expansive, welcoming seafront, Hector Navarro and ARKHITEKTON have provided Comillas with a rejuvenated coastal edge—one that prioritizes community, accessibility, and a profound connection to the natural landscape for generations to come.
